Santa Ana General Plan update and environmental impact report virtual meeting set for 9/14

What should the future of Santa Ana look like? What kind of housing and development should be constructed? What type of road improvements and transportation options do we need? How important are parks?

These are just some of the questions addressed by the City of Santa Ana’s General Plan, which sets long-range planning policies that reflect the aspirations and values of residents, landowners, businesses, and organizations within the community. Now it is time to complete the General Plan update process, and the City of Santa Ana wants to know what you think.

On Sept. 14, the Planning Commission will hold a public hearing on the Draft Environmental Impact Report for the Comprehensive General Plan Update. It will also have a study session on the General Plan elements, of which there are 12 focusing on a variety of community issues.

Residents finally rise up to demand they be heard regarding the Willowick development

Santa Ana, CA – On August 6, 2019, Santa Ana residents from surrounding neighborhoods in the Willowick Golf Course came together to launch Rise Up Willowick, a coalition composed of residents and community organizations, to organize around the proposed development of the golf course. Rise Up Willowick members addressed disingenuous outreach attempts, a defining hallmark of the development process carried out by the cities of Santa Ana and Garden Grove, and outlined the community’s vision for how public land should be used to benefit longtime residents in the area, according to Rise Up Willowick.

“We established Rise up Willowick to address the lack of public input and accountability of our city councils, said Cynthia Guerra, Community Organizer at Kennedy Commission. ‘This development process, if it involves public land, should be guided by the public’s demands. Residents must be the authors in their own development and should decide how our communities change, develop, and grow to prevent displacement.’”

Willowick is over 100 acres of open public land owned by Garden Grove but located in and therefore zoned by Santa Ana. The City of Garden Grove has recently received various proposals from developers to build out projects on this public land, one of Southern California’s largest greenfield sites. In October of 2018, Garden Grove hired a consultant group to conduct outreach in which they presented development options to community residents of a stadium, luxury housing, or tech/office spaces, neither of which received positive comments from the community members in attendance. In spite of these unsuccessful attempts, Rise up Willowick coalition members outreached door-to-door and conducted surveys of 250 local residents, of which over 90% said they did not know about plans to develop the area. Those who are elected to make decisions about how public lands are used and who gets to share in the benefits of massive development have failed to properly engage residents and understand the community.

These two cities are not in touch with the reality of resident needs. For instance, in the City of Garden Grove’s Request for Proposal of the Willowick site, they write that this is a “prime opportunity” to develop in “the affluent Orange County area.” However the household median income for Santa Ana and Garden Grove respectively is $57,151 and $62,675, well below Orange County’s median income of $81,851. The median income for the neighborhoods adjacent to the Willowick site is even lower and close to 50% of households in Santa Ana and Garden Grove are rent-burdened, paying more than 30% of their income on rent.

Additionally, open space is scarce in both of these cities, as parks make up only 4% of the total land in Santa Ana, and investment per resident for open space/parks is only $47 per resident. In Garden Grove, only 1% of the total land is dedicated to parks. To contrast this with the City of Irvine, which sees a higher median income of $95,573, dedicates approximately 30% of land to parks and open space while investing approximately $250 per resident. It is clear that there is a direct correlation between investment in open space and parks per resident and median income level.

Some historically disinvested communities like the neighborhoods around Willowick become designated as ‘Opportunity Zones’ as a tool to spur economic development in an “economically-distressed community where new investments, under certain conditions may be eligible for preferential tax treatment.” New forms of development and “revitalization” can negatively impact lower-income, working-class communities of color, potentially displacing them in a time where housing is extremely expensive and affordable housing is limited, unattainable or scarce. Without giving residents a place at the table to decide how development changes affect them, Residents must have a chance to benefit from increased investment in their communities and have a place at the table so everyone can engage in decision-making and benefit from growth.

The Rise up Willowick coalition has outlined community demands and created a collective vision in which all within their communities can benefit, grow, remain and thrive:

Parks and Open Spaces that are safe, well-maintained, and welcoming to the surrounding community.
Affordable Housing that truly meets the housing needs of residents in the surrounding area.
Community Centers that invest in youth through preventative mental health services, community led programs, and sports.
Small and Local Businesses like co-op businesses that hire locally & cater to local residents
Increased Educational Opportunities that meet the needs of our community, and can include school centered education, cultural, artistic, and other forms of education.

Public lands, particularly the Willowick site with its size, can be greatly used to mitigate community issues such as equitable access to green spaces, obesity, stress, anxiety, and physical/mental health and well being, while also providing community benefits. Ironically, the City of Garden Grove proclaimed the month of July as “Parks Make Life Better” month with Mayor Steve Jones endorsing “a vision that everyone deserves a park or open space within a 10-minute walk from home.” Considering Garden Grove and Santa Ana are extremely park-deficient, both cities should listen to and work alongside residents to prioritize their needs and vision in their communities.

“At the root of our cause is the idea that we each share a common experience,” said Alan Olmedo, Rise up Willowick Coalition Member. “Together our community can work together to make meaningful changes to our neighborhoods.”

Santa Ana apartment complex could be converted into a 60 unit drug rehab center

There is an effort underway by Rock Solid Recovery to convert the Mauna Loa Garden Apartments in Santa Ana to a 60 unit residential development to a behavioral health facility – essentially a drug rehab center, at 1311 Washington Place, in Santa Ana, just south of the Target store located at N. Grand Ave. and 17th. St.

This proposed drug rehab center will be located a half mile south of Sierra Intermediate School and the adjacent Northeast Santa Ana Little League.

The Calacas Cafe recently relaunched after changing from a coffee shop to a Mexican cafeteria to compete in the changing downtown atmosphere, labeled by some as one of the hippest scenes in Orange County, according to the O.C. Register.

With a new bar or restaurant opening downtown just about every other month, the owner of Calacas, Rudy Cordova, said he felt he just couldn’t keep up.

No one can keep up. There are only so many hipsters around and the only way that Downtown Santa Ana’s hipster food and drinking – and arts – scene is going to survive is with a massive influx of new customers. Continue reading→

Council leaning towards returning $54 million to the State of California

It looks like our Santa Ana City Council is beginning to wave the white flag as the State of California continues to demand the return of millions of dollars of redevelopment funds.

“Santa Ana City Council members Tuesday night in a closed-door meeting decided to freeze payments to affordable housing developers depending on funds central to a $54-million standoff between city officials and the state Department of Finance. The move reverses a defiant stance council members took last December to continue paying the developers, despite the threatened use of “clawback” measures allowed under the redevelopment dissolution bills that empower Sacramento to withhold sales and property tax revenue. Santa Ana is a city dominated by Democrats. Our city Council is entirely comprised of Democrats. Our State Assemblyman, our State Senator and our U.S. Representative are all Democrats. Yet the Democrats in Sacramento, led by Governor Jerry Brown, are trying to force the City of Santa Ana to fork over millions of dollars in redevelopment dollars that are already committed to affordable housing projects for the needy.

Mayor Miguel Pulido and our City Council say they are going to lobby Brown and his peers but they alone cannot stop this from happening. Only we can save our city!

Sacramento Democrats are demanding $56 million from the City of Santa Ana

“Santa Ana city officials are scrambling to address a $56 million demand by the state due by Friday,” according to the union-funded Voice of OC. The State of California is run completely by Democrats now, from the State Legislature majority to all of the State’s elected leaders, including Governor Jerry Brown. And now they are trying to bankrupt our city!

“The money is to come from what’s called low-and-moderate income housing funds. Redevelopment agencies were required to set aside 20 percent of their property tax increment revenue – the funds that cities had diverted from going to other local governments in redevelopment zones – for affordable housing programs,” according to the Voice of OC. The City of Santa Ana has entered into negotiations with the Chivas USA soccer team, with a goal of relocating them to the Willowick Golf Course – with perhaps a temporary home at Eddie West Field.

According to a City of Santa Ana press release, “the potential move to Santa Ana would include their Major League team, reserve division, youth teams, and their non-profit foundation, which focuses on community service projects and programs.”

“In these trying economic times, I am pleased that a Major League Soccer team would consider relocating to our city to bring much needed resources. Chivas’ presence would create recreational amenities and programs for youth, bring economic development opportunities to our businesses, and revitalize areas within our city,” stated Mayor Miguel Pulido. SANTA ANA, CA — September 15, 2011 – Some 56,000 students in the Santa Ana Unified School District (SAUSD) returned to new or improved school campuses this new school year as a result of the summer work of SAUSD’s Facilities and Governmental Relations Department. Usual Suspects use the courts to force a new One Broadway Plaza election

A Superior court judge has sided with Santa Ana’s Usual Suspects, derailing the One Broadway Project development and forcing its developer, Mike Harrah, to return to the ballot box, according to the Voice of OC blog.

The Santa Ana City Council amended the developer agreement last year, allowing Harrah to start the project without preleasing fifty percent of the building. However the judge ruled that this amendment was illegal because the voters approved the project, via Measure A, under a different set of rules. Continue reading→

You are invited to attend an Open House to receive the most up-to-date information on the Pacific Electric Corridor/West Santa Ana branch study. The Southern California Association of Governments (SCAG) encourages you to become involved with the project planning by coming to learn about progress on the project alternatives.

Ask questions, view displays, enjoy light refreshments. Everyone is welcome! Content presented at each meeting will be identical.

The study area includes the cities of Los Angeles, Vernon, Huntington Park, Maywood, Bell, Cudahy, South Gate, Lynwood, Downey, Paramount, Bellflower, Cerritos, Artesia, Lakewood, La Palma, Cypress, Buena Park, Anaheim, Stanton, Garden Grove, and Santa Ana, and the counties of Los Angeles and Orange.
