On February 22, 2023, at approximately 10:15 AM, officers responded to the 800 block of S. Sullivan St. to investigate a possible kidnapping. Based on the investigation, officers believed the suspect was armed when he entered the victim’s mobile home.

The suspect forced the victim to drive him to another portion of the city, and while in the area of 1000 N Raitt St., the suspect exited the vehicle. The victim returned home unharmed and contacted the police department.

At approximately 11:15 AM, the Santa Ana Police Department received several calls of a subject attempting to enter homes in the 2000 block of West 11th Street.

Based on the information given to officers, we believed the subject was the suspect from the earlier kidnapping. Officers responded to the location and learned the suspect had gained entry into one of the homes and refused to leave. Fortunately, the residents were evacuated from the home unharmed.

After hours of negotiating, the suspect surrendered to officers and was taken into custody.

The arrestee was identified as Jesse Manuel Fuerte (44) from Santa Ana. He was booked at the Santa Ana Jail for Burglary and Kidnapping.
