On Thursday, June 22, 2023, after an extensive investigation, Westminster police investigators obtained an arrest warrant for Jayson Raymond Otto, a resident of La Palma, in relation to a fatal DUI car accident that occured on Dec. 6, 2022.

Otto was contacted at his home and was arrested without incident. He was later booked into the Orange County Jail on these charges:

  • 191.5(a) PC – Vehicular manslaughter while intoxicated 23153(G)
  • CVC – DUI Combined alcohol and drugs causing great bodily injury

On Tuesday, December 6, 2022, at approximately 9:38 PM, Westminster police officers responded to Westminster Boulevard and Rancho Road about a report of a single-vehicle car accident.

Upon arrival, the officers found that a single vehicle, occupied by four people, collided with concrete barricades surrounding a construction zone. The vehicle came to rest on top of the barricades teetering over an open construction trench.

The Orange County Fire Authority responded and extricated all four occupants. The front passenger was pronounced deceased at the scene. The driver and two remaining passengers were transported to area trauma centers with unknown injuries. Alcohol or drugs is believed to have played a role in the cause of this collision.

The Traffic Division of the Westminster Police Department is continuing to investigate the cause of the collision.
