On Friday, October 20, 2023, Tustin Police Officers responded to Spirit Halloween, at 13852 Red Hill Avenue, in reference to a disturbance.
An investigation revealed a male suspect, identified as Roland Moreno, was observed by multiple witnesses discreetly taking up-skirt videos of a female victim as she shopped inside the store with her two children.
Moreno fled the scene in a vehicle, but he dropped his cellular phone prior to leaving, which was recovered by officers at the scene. A subsequent search of his phone revealed additional videos of similar nature from various locations.
On November 12, 2023, Roland Moreno was arrested by Tustin PD Detectives while attending an event in the City of Fullerton. Moreno is a registered sex offender with prior convictions for possession of child pornography and child annoyance.
