Orange County’s New Public Guardian Takes Office

(Santa Ana, CA) — Orange County’s new Public Guardian, Lucille Castillo Lyon, began her duties today following approval of her appointment this week by the Orange County Board of Supervisors.

Ms. Lyon brings to the position significant experience in Public Administrator/Public Guardian operations, as well as experience in mental health programs and services.

Prior to her appointment in Orange County, she served as Division Chief for Mental Health in the Los Angeles County Office of the Public Guardian, which is a part of the Department of Mental Health. For 15 years, she served as Chief Deputy Public Guardian for the Riverside County Department of Mental Health and also had more than nine years experience in the Orange County Public Guardian office from 1975-1984.

Her educational credentials include a Master’s Degree in Public Administration from California State University, San Bernardino. She is a life member and past President of the California Association of Public Administrators, Public Guardians and Public Conservators.

The Public Guardian’s office is comprised of two units that administer conservatorships for individuals who are gravely disabled and the estates of individuals who are unable to provide for their own personal needs.
