George Philip Foord arrested on molestation charges by the Huntington Beach Police Department

In October of 2024, the Huntington Beach Police Department (HBPD) was contacted by a victim of a child molestation crime dating back to the 1990s. Detectives from the Major Crimes Unit (MCU) immediately began their investigation and discovered three additional child molestation victims.

The victims ranged from 12 to 16 years of age at the time, and the crimes occurred throughout the 1990s and 2000s.

Through their investigation, detectives identified 54-year-old George Philip Foord, also known as “Phil,” as the suspect. Foord currently resides in Ridge Manor, Florida, but lived in Huntington Beach during the time of the reported offenses.

The case was submitted to the Orange County District Attorney’s Office, and an arrest warrant was issued for Foord. There were seven counts of PC 288(a)—Lewd and Lascivious Acts with a Child Under 14, and the bail was set at $1 million.

In November, our detectives collaborated with the Special Victims Unit at Hernando County Sheriff’s Office in Florida. Acting on HBPD’s investigation, Hernando County Sheriff’s detectives contacted and arrested Foord near his residence. He remains in custody and is awaiting extradition to Orange County.
Based on the information obtained, HBPD detectives believe there are additional victims who resided in Huntington Beach in the 1990s and 2000s. To assist in identifying potential survivors, the department has released two photos of Foord: one from his 2001 California driver’s license and a recent booking photo from the Hernando County Sheriff’s Office.
