SANTA ANA, Calif. – The City of Santa Ana secured an important court victory on Nov. 3 that cracks down on nuisance businesses along East 1st Street to protect public safety and drive illegal drugs out of the community.

Orange County Superior Court Judge David B. Oberholzer granted the City’s request for a preliminary injunction in its drug den abatement action filed against the property and business owners/operators of the Royal Roman Motel, Royal Grand Inn, and Marisco El Tapatio Y Antojitos, located on East 1st Street.

“This ruling represents a major step forward in our ongoing efforts to protect our neighborhoods and restore safety and dignity to East 1st Street,” Mayor Valerie Amezcua said. “We are sending a clear message that drug-related activity will not be tolerated in our city. I want to thank our City Attorney’s Office, Santa Ana Police Department, Code Enforcement officers and all the residents who continue to stand with us in building a safer community.”

The City Council voted in April to authorize the City Attorney to file the drug den abatement action against the property and business owners/operators.

“For the past four years, we’ve worked closely with our residents, local businesses, and City staff to tackle the ongoing issues tied to these properties. This ruling is a big step forward in making East First Street safer and restoring a sense of pride and safety,” said Councilmember Jessie Lopez, who represents Ward 3. “I’m grateful to our City Attorney’s Office, Police Department, and Code Enforcement for standing shoulder-to-shoulder, alongside Santa Ana residents, on this effort. But we all know the status quo here has to change — and this is just the start. We’ll keep pushing together until the East First Street corridor truly reflects the safety and respect that our community deserves.”

“This court decision makes it clear that Santa Ana will not tolerate properties that endanger our neighborhoods,” said Councilmember David Penaloza, who represents Ward 6. “We’ve heard the frustration from neighbors who just want a safe place to live and raise their families. Our residents and businesses deserve safe and clean communities, and this injunction is a strong step toward restoring safety, order, accountability, and pride in Santa Ana, Orange County’s downtown. While this ruling is an important milestone, I recognize there’s still much work ahead, and I’m hopeful we will continue on this course to ensure lasting change for our community.”

The Court’s order in Case No. 30-2025-01484014 prohibits the defendants from unlawfully selling, serving, storing, keeping, manufacturing, or giving away any controlled substances at the properties. Additionally, the Court has imposed strict conditions to ensure compliance and protect the surrounding community:

• 24-hour security must be maintained on all properties;
• “Do Not Rent” lists will be implemented, prohibiting known drug users or individuals engaged in illegal drug activity from renting rooms;
• “No Visitor” policies will be enforced, preventing unregistered guests from entering motel rooms;
• Daily activity logs must be maintained to document on-site activities; and
• Parking permits are required for all registered vehicles.

Chief of Police Robert Rodriguez and Santa Ana Police Department officers attended the court hearing in person, underscoring the importance of this legal action to public safety and the quality of life in the community.

While the City is encouraged by this outcome, enforcement efforts will continue. The City Attorney’s Office will work closely with the Police Department to monitor compliance and to seek a contempt order should violations occur.

The City Attorney’s Office is looking to file additional legal actions involving other nuisance properties along 1st Street, including seeking a contempt order against Sunland Motel for violating a previous court injunction.

SANTA ANA, California – La Ciudad de Santa Ana obtuvo, el 3 de noviembre, una importante victoria judicial que refuerza las acciones contra negocios problemáticos ubicados a lo largo de la Calle 1ª Este, con el fin de proteger la seguridad pública y erradicar las drogas ilegales de la comunidad.

El juez Oberholzer del Tribunal Superior del Condado de Orange concedió la solicitud de la Ciudad para una orden judicial preliminar dentro de su demanda para eliminar guaridas de drogas presentada en contra de los propietarios y operadores de Royal Roman Motel, Royal Grand Inn, y Marisco El Tapatio Y Antojitos, ubicados en la Calle 1ª Este.

“Este fallo representa un paso importante en nuestros esfuerzos continuos por proteger nuestros vecindarios y devolver la seguridad y la dignidad a la Calle 1ª Este”, dijo la alcaldesa Valerie Amezcua. “Estamos enviando un mensaje claro: la actividad relacionada con drogas no será tolerada en nuestra ciudad. Quiero agradecer a la Oficina del Abogado de la Ciudad, al Departamento de Policía de Santa Ana, a los oficiales de Cumplimiento del Código y a todos los residentes que continúan apoyándonos en la construcción de una comunidad más segura”.

El Concejo Municipal votó en abril para autorizar al Abogado de la Ciudad a presentar la demanda de eliminación de guaridas de drogas contra los propietarios y operadores de los inmuebles.

“Durante los últimos cuatro años hemos trabajado estrechamente con nuestros residentes, negocios locales y personal de la Ciudad para abordar los problemas persistentes relacionados con estas propiedades. Este fallo es un gran paso hacia adelante para hacer que la Calle 1ª Este sea más segura y restaurar el orgullo y la seguridad en el área”, dijo la concejal Jessie Lopez, quien representa el Distrito 3. “Estoy agradecida con la Oficina del Abogado de la Ciudad, el Departamento de Policía y el personal de Cumplimiento del Código por mantenerse hombro a hombro con los residentes de Santa Ana en este esfuerzo. Pero todos sabemos que el estatus actual debe cambiar —y esto es solo el comienzo. Seguiremos trabajando juntos hasta que el corredor de la Calle 1ª Este refleje verdaderamente la seguridad y el respeto que nuestra comunidad merece”.

“Esta decisión judicial deja claro que Santa Ana no tolerará propiedades que pongan en peligro nuestros vecindarios”, declaró el concejal David Penaloza, representante del Distrito 6. “Hemos escuchado la frustración de los vecinos que solo desean un lugar seguro para vivir y criar a sus familias. Nuestros residentes y negocios merecen comunidades seguras y limpias, y esta orden judicial es un paso firme hacia la restauración de la seguridad, el orden, la responsabilidad y el orgullo en Santa Ana, el centro del Condado de Orange. Si bien este fallo es una meta importante, reconozco que aún queda mucho trabajo por hacer y confío en que continuaremos por este camino para garantizar un cambio duradero para nuestra comunidad”.

La orden judicial del tribunal en el Caso No. 30-2025-01484014 prohíbe a los acusados vender, servir, almacenar, poseer, fabricar o regalar ilegalmente cualquier sustancia controlada en las propiedades. Además, el tribunal impuso condiciones estrictas para garantizar el cumplimiento y proteger a la comunidad circundante:

• Se debe mantener seguridad las 24 horas en todas las propiedades.
• Se implementarán listas de “No rentar”, prohibiendo que personas conocidas por consumir drogas o participar en actividades ilícitas rentan habitaciones.
• Se aplicarán políticas de “Sin visitantes”, que impedirán la entrada de huéspedes no registrados a las habitaciones de motel.
• Se deberán mantener registros diarios de actividades para documentar todo lo que ocurra en el lugar.
• Se requerirán permisos de estacionamiento para todos los vehículos registrados.

El Jefe de Policía Robert Rodriguez y oficiales del Departamento de Policía de Santa Ana asistieron personalmente a la audiencia, subrayando la importancia de esta acción legal para la seguridad pública y la calidad de vida de la comunidad.

Aunque la Ciudad celebra este resultado, los esfuerzos de cumplimiento continuarán. La Oficina del Abogado de la Ciudad trabajará estrechamente con el Departamento de Policía para supervisar el cumplimiento y solicitar una orden por desacato si se detectan violaciones.

La Oficina de la Abogada de la Ciudad también planea presentar nuevas acciones legales contra otras propiedades problemáticas a lo largo de la Calle 1ª, incluyendo una orden por desacato contra Sunland Motel por violar una orden judicial previa.

• Phải duy trì an ninh 24 giờ mỗi ngày tại tất cả các cơ sở;
• Danh sách “Cấm Thuê” sẽ được áp dụng để ngăn chặn những người sử dụng ma túy hoặc tham gia các hoạt động ma túy bất hợp pháp thuê phòng;
• Chính sách “Không cho Khách thăm” sẽ được thực thi, nhằm ngăn chặn khách không ghi danh vào các phòng trong nhà nghỉ;
• Nhật ký hoạt động hàng ngày phải được duy trì để ghi chép hoạt động tại địa điểm; và
• Phải có Giấy phép đậu xe cho tất cả các xe có đăng bộ.

Cảnh sát Trưởng Robert Rodriguez và các sĩ quan của Sở Cảnh sát Santa Ana đã trực tiếp tham dự phiên tòa, nhấn mạnh tầm quan trọng của hành động pháp lý này đối với an toàn công cộng và chất lượng cuộc sống trong cộng đồng.
