On Thursday, April 25, 2024, at approximately 4:31 a.m., the Santa Ana Police Department received a call regarding a collision involving a vehicle and a pedestrian in the area of 1st Street and Sullivan Street.

Officers responded to the scene where they located a male pedestrian lying in the roadway unresponsive.

The Orange County Fire Authority also responded and pronounced the male deceased. The vehicle appeared to have fled the scene immediately after the collision.

The investigation revealed the suspect vehicle was traveling westbound on 1st Street west of Clara Street when it struck the pedestrian who was standing in the roadway. The vehicle continued westbound and fled the area.

Traffic Detectives assumed the investigation and identified the suspect as Luis Duarte Ibarra (51) of Santa Ana.

Today, April 26, 2024, at approximately 4:45 a.m., Detectives detained Ibarra in Garden Grove, CA. The vehicle believed to be associated with the fatal hit-and-run was seized as evidence.

Ibarra was arrested and booked for Vehicle Code § 20001(a)—Felony Hit and Run. At this time, it is unknown if alcohol or drugs were a factor in the collision.

The Santa Ana Police Department’s Collision Investigations Unit (CIU) is investigating this incident. Anyone with information is asked to contact Detective K. Catlin at (714) 245-8224 or the Santa Ana Police Department’s Traffic Division at (714) 245-8200.
