Santa Ana’s “Golden City Beyond: A Shared Vision” General Plan is a policy document that will guide the City’s development and conservation for the next 25 years through 2045. To review the August 2021 Draft General Plan and the associated Recirculated Draft Program Environmental Impact Report (PEIR), please visit the City’s General Plan website at: The update will provide long-term policy direction and communicate the vision, values, and goals for Santa Ana’s physical development, fiscal and environmental sustainability, and overall quality of life.

The Draft General Plan Elements are designed to be easy to navigate, visually dynamic, and user friendly. The Draft General Plan is organized into three volumes: Services and Infrastructure (1), Natural Environment (2), and Built Environment (3). Within these volumes, a total of 12 elements will serve to replace a total of 16 existing elements last revised comprehensively in 1982.

The Draft General Plan and Recirculated Draft PEIR have been modified to respond to community concerns, and they reflect input received from an intensive, extended community outreach program conducted by the City between January and May 2021. This outreach was designed to provide Santa Ana’s disadvantaged, or “environmental justice (EJ) communities,” an opportunity to share their experiences and issues regarding environmental health and quality of life. A summary of the EJ Survey and 10 neighborhood meetings can be found here: An EJ Community Open House is being held on Saturday, August 28, 2021, from 10 a.m. to 12 p.m. at the Southwest Senior Center, 2201 W. McFadden Ave., Santa Ana, to share the results of the EJ Survey and outreach, as well as the great work by community groups to address environmental justice in Santa Ana.

As allowed by the California Environmental Quality Act (CEQA), the Recirculated Draft PEIR does not include all the topical sections from the original October 2020 Draft PEIR. Rather, the Recirculated Draft PEIR updates and supplements the environmental topics of Air Quality, Hazards, and Recreation. The Recirculated Draft PEIR identifies the recreation-related impacts of the proposed General Plan Update that would result in a significant impact, and more thoroughly discusses and evaluates impacts related to environmental justice, including air quality, hazards, and recreation/open space.

Pursuant to Public Resources Code and CEQA Guidelines, the Recirculated Draft PEIR will be available for a 45-day public review from Friday, August 6, 2021, through Monday, September 20, 2021.
