A male subject has been involved in numerous theft related crimes throughout Westminster, according to the Westminster Police Department.

The WPD posted pictures of the suspect on social media on Friday, with the hope that someone might help to identify him.

The suspect appears to be an Asian male with closely cropped hair and a wispy moustache. In two pictures he appears to be wearing a large earing as well.

Penalties for Repeat Theft Offenses in California (2025)

  1. Felony Charges for Repeat Offenders
    • If the suspect has two or more prior theft convictions, even small thefts can be charged as felonies.
    • Felony theft can result in up to 3 years in state prison.
  2. Combining Multiple Incidents
    • Prosecutors can add up the value of stolen items from different incidents to reach felony thresholds.
  3. Organized Retail Theft Enhancements
    • If the suspect is part of a group committing thefts, additional penalties of up to 3 years may apply.
    • Courts may also issue restraining orders banning the suspect from certain stores.
  4. Possession of Stolen Property
    • Possessing stolen goods with intent to resell can be charged as a felony if the value exceeds $950.
  5. Probation and Rehabilitation
    • Judges may impose up to 2 years of probation.
    • Younger offenders may be referred to rehabilitation programs instead of jail.
  6. Online Sales of Stolen Goods
    • Selling stolen items online is closely monitored and can lead to felony charges.

  1. Westminster, Garden Grove, Anaheim, etc. have a long way to go, to get the homeless addicts off the streets. Don’t believe one needs a college degree, to figure out addicts must have money to get their drug of choice. HMMM so no job or income, an addict has no choice but to steal. Breaking and Entering is probably the main occupation of an addict. We support homeless shelters, (which is a lot of $$$), yet these shelters in Orange and LA county have no drug testing requirements to stay there. The majority of homeless have a definite Addiction, that needs more that just giving them a bed, food, healthcare, etc…. Time to get to the main root of the problem people…. the blinders are not working.
