TWENTY MEN CONVICTED OF LOITERING WITH INTENT TO COMMIT PROSTITUTION OR AGREEING TO ENGAGE IN PROSTITUTION

SANTA ANA, Calif. – The Orange County District Attorney’s Office (OCDA) convicted 20 men in August 2016 of loitering with the intent to commit prostitution or agreeing to engage in prostitution. The defendants in these cases approached a woman whom they believed to be a prostitute, or loitered in areas known for prostitution and human trafficking in Orange County. Each of the defendants below agreed to engage, or loitered with the intent to engage, in commercial sex with a woman and were subsequently arrested by law enforcement.

Defendant/Conviction/Sentence:

  • Rey Espinoza-Vivar, 22, Santa Ana – Pleaded guilty to one misdemeanor count of loitering with intent to engage in prostitution. Ten days of CalTrans in lieu of jail, three years informal probation, must submit to AIDS testing and education, and must submit a DNA sample.
  • Robert Henry Boyle, 61, Hawthorne – Pleaded guilty to one misdemeanor count of loitering with intent to engage in prostitution. Three years informal probation, 40 hours of community service, must submit to AIDS testing and education, must submit a DNA sample, and donate $500 to the Victim Witness Emergency Fund.
  • Damanjeet Chandok, 41, Trabuco Canyon – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. 20 days of CalTrans in lieu of jail, one year informal probation, must submit to AIDS testing and education, must submit a DNA sample.
  • Francisco Hernandez Chavez, 53, Norwalk – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. 30 days in Orange County Jail, three years informal probation, and must submit to AIDS testing and education.
  • Mario Rafael Cifuentes, 37, Anaheim – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. Ten days of CalTrans in lieu of jail, three years informal probation, must submit to AIDS testing and education, and must submit a DNA sample.
  • Rico Davis, 35, Spokane, WA – Pleaded guilty to one misdemeanor count of loitering with intent to engage in prostitution. Ten days in Orange County Jail and must submit a DNA sample.
  • Javier Alberto Garcia, 47, Lake Elsinore – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. One day in Orange County Jail, two years informal probation, nine days of community service, and must submit to AIDS testing and education.
  • Ignacio Matias Huitron, 32, Anaheim – Pleaded guilty to one misdemeanor count of loitering with intent to engage in prostitution. Three years informal probation, ten days of community service, must submit to AIDS testing and education, must submit a DNA sample, and donate $50 to the Victim Witness Emergency Fund.
  • Jerry Arthur Lingren, 78, Garden Grove – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. Three years informal probation, 40 hours of community service, and must submit to AIDS testing and education.
  • Arya Mahram, 35, Lake Forest – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. Two years informal probation, 80 hours of community service, and must submit to AIDS testing and education.
  • Jose De Jesus Martinez-Jimenez, 32, Stanton – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution.Ten days of CalTrans in lieu of jail, three years informal probation, and must submit to AIDS testing and education.
  • Luis Cervantes Ramirez, 28, Anaheim – Pleaded guilty to one misdemeanor count of loitering with intent to engage in prostitution. Ten days of CalTrans in lieu of jail, three years informal probation, must submit to AIDS testing and education, and must submit a DNA sample.
  • Leland Anthony Riley, 38, Victorville – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. Ten days of CalTrans in lieu of jail, three years informal probation, must submit to AIDS testing and education, and must submit a DNA sample.
  • Carlos Martin Salcedo, 29, Norwalk – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution and one misdemeanor count of loitering with intent to engage in prostitution. Ten days of CalTrans in lieu of jail, three years informal probation, must submit to AIDS testing and education, and must submit a DNA sample.
  • Raymond Thomas Sanchez, 37, Dana Point – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. Terminal disposition – court offer.
  • James Richard Smith, 50, Anaheim – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. Three years informal probation, 80 hours of community service, and must submit to AIDS testing and education.
  • Ronald Martin Smith, 37, Mission Viejo – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. 20 days of CalTrans in lieu of jail, three years informal probation, must submit to AIDS testing and education, and must submit a DNA sample.
  • Ryan Joseph Todd, 35, Laguna Hills – Pleaded guilty to one misdemeanor count of loitering with intent to engage in prostitution. Three years informal probation, 80 hours of community service, and must submit to AIDS testing and education.
  • David Henry Wentz, 58, Glendora – Pleaded guilty to one misdemeanor count of agreeing to engage in prostitution. Three years informal probation, 80 hours of community service, must submit to AIDS testing and education, must submit a DNA sample, and donate $250 to the Victim Witness Emergency Fund.

The Garden Grove Police Department, Irvine Police Department (IPD), Orange County Sheriff’s Department (OCSD), and Santa Ana Police Department(SAPD) investigated these cases, as well as the Orange County Human Trafficking Task Force (OCHTTF). Members of the OCHTTF and the OCDA work proactively to protect women and minors from falling victim to commercial sexual exploitation. OCHTTF is a partnership between the Anaheim Police Department, California Highway Patrol, Federal Bureau of Investigation, Huntington Beach Police Department, IPD, OCDA, OCSD, SAPD, and community and non-profit partners.
