Update on Bristol Street improvements

For the City of Santa Ana community, Bristol Street is a primary north-south corridor of regional importance. The corridor stretches from Memory Lane to Warner Avenue, and is being widened from two to three lanes in each direction. The original amount of $125 million funding made available by Orange County Transportation Authority (OCTA) for the entire Bristol corridor improvements was about $100 million short of the funding required at the time. Since then, costs for construction and property acquisition have increased.

To address the funding gap, the City divided the project in segment phases, so each segment could then independently compete for grants. As segments qualified for funding, those segments were able to proceed through one or more of the various phases of development: (a) Environmental (b) Design (c) Property Acquisition and (d) Construction. This is also the reason that Bristol segments were not constructed in geographic sequence. Segments were completed pursuant to where sufficient funding has been secured.

To date, eight of 11 segments have been completed. The following is a status update on the three remaining segments:

Bristol Street Phase 3A – Civic Center to Washington

• Environmental phase, design, and property acquisition are complete.
• Pending construction funds – currently partially funded. Total needed to complete the segment is $6.8M; $1.7M is available and $4.1M in grants is pending, including $3.3M OCTA’s Comprehensive Transportation Funding Program (CTFP) and $0.8M Federal funding are pending. Funds are anticipated to be awarded/available in fall 2020.
• $1M is needed from the Bristol property sales. Funds from sale proceeds may be available in fall 2020 or spring 2021.
• Construction is anticipated to start in spring 2021.

Bristol Street Phase 4 – Warner to Saint Andrew

• Environmental phase, design, and property acquisition is complete.
• Pending Construction Funds – Currently partially funded. Total needed to complete the segment is $14.1M; $9M in grants is pending, including $7.5M from OCTA’s Comprehensive Transportation Funding Program (CTFP) and $1.5M in federal funds. Funds are anticipated to be awarded/available in fall 2020. $5M is needed from the Bristol property sales. Funds from proceeds of the sale are anticipated to be available in fall 2020 or spring 2021.
• Construction is anticipated to start in spring 2021.

Bristol Street Phase 5 – 17th Street to Elm

• This phase needs an environmental document update.
• This segment requires $39M – No funding has been identified for this segment.
• Phases not yet done: Design, Property Acquisition, Construction.
In March 2020, OCTA recommended funds totaling $10.8M for the Bristol Phase 3A and Phase 4, which will become available next fiscal year (FY 20-21). The city will still be required to process grant documentation to access the funds.
