Earlier this week, the Westminster Police Homeless Outreach Team, along with the Community Preservation Unit and Public Works, cleaned up the area of Beach Blvd. under the 22 Freeway.

It's never done on nobody why everybody refused maybe they're tired of being treated like criminals or animals when they go to the shelter
More likely it is because the shelters do not allow drug use.

The shelters do not allow drug or alcohol use. Second, the shelters have rules and the homeless do not obey them. This is also happening in Santa Ana. The City of Santa Ana has a City Net Program and the QOLT TEAM (Quality of Life Team which are trained police officers exactly for this) and they encounter the same problems. Mayor Candidate Solorio put out a flyer or comment that homeless in Santa Ana was out of control. Well, it is not! Homeless in Santa Ana is a work in progress with these issues being addressed. There needs to be credit given where credit is due, and Judge Carter has been a great help.
I agree that Judge Carter is a gem! I am aware of the shelter rules and yes that is a big impediment as many transients like taking drugs.
I would suggest that the shelters take them in and offer help with getting off the drugs. We need to get these people off the streets!
