In light of recent events occurring here in California and across the nation, Santa Ana Police Chief David Valentin announces temporary policy changes regarding the Carotid Restraint Control Hold.
On Friday, June 5, 2020, Governor Gavin Newsom directed California police officers to stop the use of the Carotid Restraint Control Hold. A legislative bill has been introduced that would eliminate the ability for California law enforcement to use the Carotid Restraint Control Hold. California Commission on Peace Officer Standards and Training (CA P.O.S.T.) notified all law enforcement agencies to have them remove all use of the Carotid Restraint Control Hold from current training standards.
Effective immediately, the Santa Ana Police Department will suspend the use of the Carotid Restraint Control Hold as a use of force option until further evaluation and assessment.
