Public Hearing on the Santa Ana General Plan Update set for tonight

The City Council of the City of Santa Ana will hold a public hearing on Tuesday, December 7, 2021 at 5:45 p.m. at the City Council Chamber located at 22 Civic Center Plaza to consider the adoption of the City’s General Plan Update (“Plan”) that will update the policy framework that will guide future growth and development in Santa Ana. The Plan will provide long-term policy direction and communicate the vision and priorities for the next 25 years, through 2045. The goals and policies of the Plan will guide the City’s physical development, fiscal and environmental sustainability, and overall quality of life for the community.

In order to facilitate the Plan, the following approvals are required by the City Council: (1) certification of a Final Recirculated Program Environmental Impact Report (PEIR) No. 2020-03 (SCH No. 2020029087), including environmental findings of fact pursuant to the California Environmental Quality Act (CEQA) and adoption of a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program; (2) approval of General Plan Amendment (GPA) No. 2020-06 for the comprehensive update to the General Plan; and (3) approval of findings to overrule the John Wayne Airport (JWA) Orange County Airport Land Use Commission’s determination that the Proposed General Plan Update is inconsistent with the Airport Environs Land Use Plan of JWA. The Planning Commission held a public hearing on November 8, 2021 and after hearing staff’s presentation, public testimony, and Commission discussion, they voted 5-2 to recommend that the City Council adopt the proposed Plan with certain modifications.

For more information on all staff reports regarding any item on this agenda are available for public inspection in the Clerk of the Council Office during regular business hours and posted on the City’s website the Friday before a Council meeting at: www.santa-ana.org/cc/city-meetings.
