Santa Ana City Council members voted Tuesday in closed session to release to the public the city attorney’s report on Mayor Miguel Pulido’s property swap case on Sept. 30 if District Attorney Tony Rackauckas or the state’s political watchdog don’t file criminal charges against the mayor by then, according to the Voice of OC.
What is this all about? In 2010, members of the Pulido family traded a parking lot they owned to Rupen James Akoubian, owner of NAPA Orange County Auto Parts, in exchange for a house in Westminster. According to the public assessor’s appraisals, the fair market value of the house was more than twice as much as the Pulidos’ lot, according to the Voice of OC.
The family later transferred the house solely into the mayor’s name, and he ultimately sold it for nearly $400,000, netting a $197,000 profit. Meanwhile, Akoubian’s store received a $1.35 million, no-bid city contract to supply auto parts to the municipal vehicle fleet.
So did Pulido break any laws? Let’s look at this point by point:
Pulido should at most receive a slap on the wrist from the State’s Fair Political Practices Commission, and he most likely will. But he didn’t break any laws.
Ultimately the auto parts deal saved the City of Santa Ana thousands of dollars. And granting that contract to a local company helped generate local sales tax revenue and jobs.
So what is all this really about? Here is what it boils down to. The Santa Ana City Council has drafted perhaps the weakest Mayoral opponent in the last three elections in the form of first term Councilman Roman Reyna. They know he is going to lose and lose big in November so they are trying to damage Pulido – but they really have nothing on him.
The reason why the Orange County District Attorney has not filed any charges against Pulido is because there are no charges to file. And the FPPC always takes forever to conclude their investigations.

A crafty dictatator can not survive on a 75 dollar a month paycheck. Come on now. So that's why he needs the Bribery laundromat to support the family. Too bad it pollutes the entire democratic process - political system. Beware of all "consultants" receiving any paychecks from the city. That's for damn sure.
This is an election stunt to damage the Mayor.
Even Lou Correa knew could not unseat Pulido. This will be an annoyance like a fly, but that's it. When you consider the one pushing this story is the OCEA backed Voice Of OC, which has readership figures in the DOZENS (not hundreds not thousands) in Santa Ana, I think this is all much ado about nothing.
As an aside, if FACEBOOK "likes" were votes, than clearly Roman would do respectably, here's the problem: You have to LIVE IN SANTA ANA to vote there, take a look, about one in three qualify to vote for Reyna. If I can figure this out, so can a rudimentary campaign consultant.
Do all the other council members get free autoparts from this guy? Why did they all bother to vote in line with Pulido?
They are all lazy. They generally vote for whatever is put in front of them.
What is the WELLNESS CENTER?
I called both the UMBRELLA ORGANIZATION and several "subsidiary outfits" and NO ONE has heard of Roman Reyna. Let me repeat that, not only did they confirm he doesn't work there at NAMI - OC (www.namioc.org), nor have they EVER HEARD OF HIM.
Now, there is a shady outfit working out of 1910 N. Bush that claims to be some kind of college training for drug and alcohol counselers, they don't answer the phone (714) 361-4860. This is also the address of Telecare Corp. ( http://www.telecarecorp.com/programs/136 ) Which seems to be a for profit substance abuse center for released inmates and probationers. This would make sense given Reyna's background.
The question remains: "WHAT DOES ROMAN REYNA DO FOR A LIVING"?
We know he was a clerk for parks and recreation, he worked at the Y, he was a temp at the OCDE. But at 40 something what has he done?
Well if he only does his own girlfriend, maybe he passes your moral litmus test at least.
I don't care if he boinks his dog, if he is unmarried and honest about it. I think you are confusing Roman with his buddy P. David Benavides, who is living in his EX-Wifes house with a tow truck driver/repo man. Not excactly the image he puts forth in the campaign mailers.
