The Orange County Auditor-Controller’s Office has released this year’s Popular Annual Financial Report (PAFR), also known as the Citizens’ Report, a summarized guide to the in-depth County Comprehensive Annual Financial Report (CAFR). Both reports reflect information from the 2019-2020 Fiscal Year which began on July 1, 2019 and ended on June 30, 2020. These reports also share the unprecedented challenges the County as a whole faced this year, including the allocation of $554 million received as a result of the CARES Act to address the COVID-19 pandemic.
“I am pleased to present this year’s Citizens’ Report for the County of Orange,” said Orange County Auditor-Controller Frank Davies. “While this year has been challenging for everyone, both within the County and for its citizens, I hope that this report will not only help to illuminate County finances, but illustrate the resiliency and flexibility seen within County departments in the face of adversity.”
Each year the Auditor-Controller’s Office chooses a County agency to highlight as part of the report’s theme; this year the report features the Orange County Clerk-Recorder’s Office. Clerk-Recorder Hugh Nguyen and his staff put in place many new initiatives crucial to allowing the vital business operations of the Clerk-Recorder’s Office to continue despite the shutdown resulting from the pandemic. We are grateful to be able to feature the department in this year’s report.
Last year’s report once again received the award for outstanding achievement in popular annual financial reporting from the Government Finance Officers Association (GFOA) for the 17th consecutive year.
