SAPD arrests idiotic suspects who tried to rob an off-duty police officer

Santa Ana Police Department Advisory: Suspects arrested in Attempted Robbery of off-duty officer outside Police Facility as well as GTA and Auto Burglary

Jose Ortiz & Ryan Irwin Tischer released from OC Jail 09-25-2013 around 7:20pm befriended one another … they stole a 1994 Ford van together in the 1000 block of W. 2nd street… they return back to the area between the OC Sheriffs dept and SAPD in the stolen van where they enter the public parking structure and break into a SAPD jailer’s vehicle … they stole items from his vehicle. Meanwhile, at approximately 0010 this morning 9-26-2013 an off duty SAPD officer (in plain clothes) walks towards the parking structure from the police department while talking on his phone to police department communications.

Suspect Ortiz approached the officer and attempts to rob the officer of his phone. The officer hung up from his phone conversation as Ortiz charged him, cursing profanities and demanding the officer’s phone. The officer fearing for his safety defended himself and took Ortiz into custody. While arresting Ortiz suspect Tischer remained in the area of the stolen van. The booking officer who was collecting Ortiz’s property identified property in Ortiz’s possession that belonged to him (the booking officer), last seen in his personal vehicle parked in the parking lot. Witnesses in the area where the stolen van was located identified both of the suspects as the persons exiting the stolen van.

CPC 487(d) Grand Theft auto
CVC 10851 (a) Taking vehicle without owner’s permission
CPC 666.5(a) Vehicle Theft with a prior
CPC 496- Possession of stolen property
CPC 664/211 Attempted Robbery

Ryan Irwin Tischer (37) of Anaheim
CPC 487 (d) Grand Theft Auto
CVC 10851 (a) Taking vehicle without owner’s permission
CPC 496- Possession of stolen property
Tischer is currently on Parole and Parole hold violation charges added
