The Santa Ana City Council will be voting at their next meeting on an agenda item that will repeal their idiotic Bicycle Licencing and Registration Ordinance.
This ordinance allows the Santa Ana Police Department to ticket residents who don’t register their bikes – but you can only register them at the SAPD’s headquarters during office hours. Ridiculous! This ordinance was clearly intended for the harassment of those who are not well to do.
Here is the language of the proposed action by the City Council:
50B. ADOPT ORDINANCE REPEALING ARTICLE III OF CHAPTER 10 OF THE SANTA ANA MUNICIPAL CODE REGARDING BICYCLE LICENSING AND REGISTRATION {STRATEGIC PLAN NO. 1, 1} – Police Department
RECOMMENDED ACTION: Place ordinance on first reading and authorize publication of title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA ANA REPEALING ARTICLE III OF CHAPTER 10 ENTITLED REGARDING BICYCLE LICENSING AND REGISTRATION REQUIREMENTS
There are plenty of other ridiculous laws on the books in this city – laws intended to punish the poor and the immigrants among us. Hopefully this Council will focus on getting rid of more of these bad laws instead of picking on Mayor Miguel Pulido.
Kudos by the way to Santa Ana activist Igmar Rodas who was given a ticket a few months ago by the SAPD for riding an unregistered bike. He fought the ticket to court and the local media picked up the story. The City Council was blind to this issue until Rodas brought it to the forefront.

Hilarious the way you turn everything into a conspiracy against the downtrodden. The bike registration ordinance has been on the books since SA was a majority white city.
My wife remembers growing up here when the City was majority white.
Those white City Councils passed a lot of questionable laws. This was one of them.
We need a Sunset Committee to look at all our ordinances so they can identify the laws that need to be repealed.
By the way, the city was ruined by the same high density apartment developer types who now are attacking Pulido. They also fund PACs that support the Council majority.
I remember that time as well. I rode my bike to the old SA City Hall to get it registered and licensed. The City stamped a number on the bottom of the frame & gave you a cool little license plate.
The ordinance did not have the sinister intentions that you imply here. It was instituted to assist in identifying owners of recovered stolen bikes that they may be returned to the rightful owner.
From that aspect it is still a good idea. Bike owners should identify their bicycles in a similar manner, that their property may be returned to them in those circumstances.
I would have no problem with a voluntary registration program.
This ordinance has been used to harass homeless people and minorities.
I know it was used to harass a homeless person by the SAPD – that has been documented. That incident is what brought this issue to the fore. Where & when has the ordinance been used to harass minorities?
The guy who was harassed is a Latino. I realize Latinos are the majority in our city but they are still considered minorities.
Was the guy harassed primarily because he was homeless or because he was a minority? I mean we need to assign collective guilt to where it belongs … right? I would hazard a guess that he was harassed primarily because he was homeless – therefore, your accusation of harassment by SAPD of majority minorities does not hold much weight. Stop whining … it does not become you. Although, that is what people have come to expect from you.

Great news! I haven’t used my bike because I don’t want to get a ticket. I don’t even let my nieces and nephews ride their bicycles around the block…it is a stupid regulation.

The people doing the harrasment are all these sex registrants, parolees, probationers and narcotics abusers who are the “homeless.” A small percentage of these homeless are mentally Ill or veterans.
