The world’s largest Buffalo Wild Wings restaurant and sports bar opened to the public at 260 S. Brea Blvd. in Brea, on Monday, May 23.  Backed by local investors including several Southern California baseball and football players, the new $5 million restaurant is the latest redevelopment effort for downtown Brea by local business owner and former sports agent, Dwight Manley, who grew up in the town, according to Restaurant News.

Did you know that a Buffalo Wild Wings was going to open up in Santa Ana, over by Orchard Hardware on 17th and Tustin, back in 2008?  That didn’t work out though as a handful of NIMBY residents in the northeastern part of Santa Ana protested the establishment’s Conditional Use Permit (CUP.)  Eventually the owners of the proposed restaurant cleared out of town, abandoning all hope of ever being able to open for business here in Santa Ana.

Here is what the NIMBYs’ leader, Mike Tardif, posted about their protest on the Orange Juice blog article about the ill-fated Santa Ana Buffalo Wild Wings:

Dear Mayor Pulido and Members of the Santa Ana City Council:

We hereby request that the City Council call a public hearing concerning the alcohol (ABC) Conditional Use Permit granted to Buffalo Wild Wings, by the Planning Commission, for on-site sale of alcoholic beverages.

The residents of Parkwood, Meredith and Portola neighborhoods are very concerned that the negative effects of this “sports bar” on their neighborhoods have not been properly taken into consideration.

These people are probably proud of themselves.  But what did they accomplish?  They cost our city jobs and tax revenue.  The newspapers are praising the new Buffalo Wild Wings in Brea today – but it should have been ours, here in Santa Ana, were it not for the selfish actions of a handful of NIMBYs.  What a shame.

So do you want to know what you missed out on fellow Santa Ana resident?  Here’s a few comments about the new Buffalo Wild Wings in Brea, from their Yelp page:

  • “This place is definitely the place to be for a while… it’s bringin in a lot of foot traffic into downtown Brea.”
  • “This place was recently opened in Downtown Brea…must say it is in a prime spot…there was a lot of people there for some good food and of course the games on TV.”
  • The restaurant overall is huge. There are TV screens on every walls. I will say that this place is a cool place to “hang out, watch a game, eat some wings, and drink some beers.”
  • “Inside is fantastic. The downtown Brea area is a void of sports viewing bars. Literally no good place to watch a game or two…until now.”
  • “LOVE this place! Incredible wings and flavors, like fifty different TVs (even have ones in the bathrooms lol), huge capacity, poker/trivia competitions, crazy wild and fun atmosphere and much more all for reasonable pricing as well.”
  • “The place itself is awesome – TV’s on every wall, all playing sports; the ambience upstairs is totally cool with the open deck and fire/water fountain upstairs.  Again, the place itself is 5 stars.”
  • “All in all a great experience…..Would definitely come again.”

Yep.  We could have had a Buffalo Wild Wings in Santa Ana.  But the NIMBYs killed it…and now it is in Brea instead.  Go figure.

  4. Following is a letter written by a SA resident to the Planning Dept. – this will explain some of the issues involved for those residents who would have been negatively impacted by the BWW sports bar.

    Re: A new establishment, Buffalo Wild Wings on 17th St.

    I am writing to express my concerns regarding the new restaurant on 17th St. next to Orchard.

    We have a peaceful quiet neighborhood where all my neighbors are respectful of one another. To allow an establishment of this nature so near homes where children live is unacceptable.

    My concern is the noise late into the night disturbing the children’s sleep as well as the crime it could bring into the neighborhood.

    It will be a risk to our quality of life, safety and home values. I do hope you consider what it will mean to have an establishment of this nature so close to a residential area (just on the backside of the brick wall) almost in our backyard.

    Thank you for your consideration.

    It is a casual dining restaurant and sports bar with over 688 locations across the United States. It is a corporation that has been around for nearly 30 years and is publicly traded on NASDAQ.

    These are the type of businesses that we need to attract to our city. This is a name brand a well established brand. If they succeed in Santa Ana then other name brands will surely follow. We should do all we can to foster an environment that welcomes businesses like this.

    Opponents of the BWW on 17th tried to portray it as being some sort of sleazy strip bar or worse. Nothing could be further from the truth. I encourage anyone to visit a BWW location and tell me that it is a sleazy place that you can’t take your family to.

    I for one want businesses of the nature that BWW are in our city. We missed out big time by not having them come to Santa Ana.

  7. I sympathize with the residents. Having a bar/restaurant that’s open until at least midnight, and some nights until 2am, backed up in close proximity to homes is cause for concern. We all know what can happen in bar parking lots at 2am.

    There was a commercial retail center there when the overwhelming majority, if not all, of these folks purchased their homes. They had to know that businesses would sometime come to this center including the possibility of restaurants. This reminds of the folks that bought homes in the flight path of John Wayne and are now upset that planes are flying over them.

    I would say that we need to take into consideration the quality of life of all of our citizens and not just a very small select group. When decisions are made they should be made with the entire city’s best interests in mind.

    If we shut down every project because a select group of folks oppose it nothing would ever get built.

    Yes increasing the tax base is very important and by doing that the quality of life of all our residents is improved.

    Many residents and business owners in that area are not supportive. Do you sympathize with them as well?

    Yes I do. But an urban area is quite a different animal than a suburban area. Many folks live in suburban areas to, at least in part, flee the congestion of an urban setting. They don’t normally expect bars that are open until 2am on the other side of their backyard. Many folks who move into an urban area do so knowing full well that they will be in close proximity to many kinds of businesses…in fact, many embrace that lifestyle. Drawing an equivalency between the two is absurd.

    Santa Ana is pretty much all an urban setting these days. Perhaps you could argue that in the 60’s and 70’s this north Santa Ana neighborhood was the suburbs. Times have changed.

    When you live in a neighborhood adjacent to a retail center such as the one where Buffalo Wild Wings was proposed you do so knowing full well that businesses including restaurants that are open late may come there.

    It would be one thing if this retail center wasn’t there and it was suddenly created or rezoned. It is absurd to think that a retail center isn’t going to be used for retail purposes including restaurants such as BWW.

    The residents would have been fine with BWW as a restaurant – if they weren’t asking for exceptions to the Municipal Code. Heck, there are several restaurants in that shopping center now – the residents didn’t (and don’t) have any problems with those.

    Besides, this is stupid – what is your point – this was settled over 2 years ago?

    I think admin’s “point” is that BWW should have been built in Santa Ana and that we should be reaping the rewards that Brea is now seeing from having it in their city. I agree with this position.

    I am trying to have a discussion regarding past and future development in our city. Lets leave the firey rhetoric aside.

    That area is definitely NOT urban. Gimme a break. Unlike downtown, there are vast swaths of detached homes in those neighborhoods. They are rightly concerned about the businesses that front those main streets.

    According to the original EIR, over 30 years ago, parking was designed to be in the front of the building – now parking is in the rear.

    Combine the change in parking from the original EIR and the request for exceptions from the Muni Code for late hours, that every other restaurant has to operate according to, and this is a no go for the affected residents.

    Residents lives would have been made much worse by having 100 or more cars park in the rear of the building – with noisy sports bar patrons and employees leaving at 2:00 in the morning and residents bedrooms only a few feet away.

    The parking issue could have been addressed and corrected. In fact I believe we were putting something together to alleviate the concern regarding the parking in the rear of the building.

    It was a simple fix and not something so big that the whole project needed to be scrapped.

    We did the same thing when the Golds Gym was given its approval at that site.

    Regarding the hours of operation, other restaurants can seek to extend their hours in the same fashion that BWW did. BWW was not given any special treatment in this fashion.

  17. The new BWW sports bar in Brea is located in a shopping district and the bar itself is more than 1,000 feet from the closest residence.

    I guess they know how to do it correctly in Brea.

  18. Mr. Mills, with all due respect, you are a Commissioner of the City of Santa Ana. As such, you are obligated to uphold;d the rulings and regulations of the City Council.

    If you have such difficulty doing this, then you need to be on your way. And, as the door swings , grab some Planning Law books and read them, learn from them, and apply them. Pick up some economics books as well . See what Brea did. See where they located the business. Look and Learn.

    You had the chance to divert a decent revenue generating business to a more appropriate site in the City , but you BLEW IT!! You let them move on instead of redirecting them. That was BAD FOR BUSINESS. instead you waste your time and ours bellowing on Blog sites.

    I only hope that whatever Council person appointed you, sees how shallow your talents are and finds a suitable replacement. Someone who is capable.

    As a Commissioner I am obligated to uphold the law, the constitution of the state of California and the constitution of the United States. I serve at the pleasure of the Mayor and City Council.

    In the case of Buffalo Wild Wings I did not break any laws and the position I took and stand by is one that I believe was in the best interests of Santa Ana. You disagree with my position, which is your right, but that does not mean that I have violated any laws. And as I recall, the overwhelming majority, if not all, of my fellow commissioners supported the position I took.

    I did reach out to those behind the efforts to bring BWW to our city in hopes of keeping them here. Unfortunately their plans were set on that location and when things went sideways they decided not to come to our city.

    As far as your claim that I am somehow wasting someone’s time I disagree completely. I am here to have an open and thorough discussion of the issues. I think this openess leads to a more transparent process which I think leads to a better governmental structure.

    I suppose we could do things the old fashioned way and discuss the issues behind doors in secret, but I think that we should use these new forms of media to further the discussion. I am sorry that you disagree with my wanting an open and transparent discussion on the issues.

    I agree when can learn from Brea and what they are doing. Jay Trevino and Karen Haluza worked in Brea and played major roles in the developments there. We must also remember that we are not Brea or Irvine or some other place, we are Santa Ana.

    Regarding the recent misinformed slur on my fellow neighbors regarding Wild Bill Buffalo Wings fiasco, ponder for a moment where the Planners at Brea put the business-DOWNTOWN in a business environment away from any residents!! Look and Learn.

    It was not a matter of the business, but rather the operation of that business in close proximity to residences.

    Gold’s Gym took over the space. A highly respected establishment. They will be a long term tenant and provide a better image than another sports bar.

    Land Use decisions are much deeper than you address. You speak to the economics without having the foggiest idea what you are talking about. Your politics are nothing deeper than throwing unsubstantiated slurs and postings on this anonymous blog. These are the same tactics used by little children, before we growing up as responsible adults.

    I only hope that your exposure to thinking people will provide the fodder that relegates you and your minions to background noise.

    I am not alone in being at a loss when it comes to your allegations that the code of ethics was violated. Others were left scratching their heads as well. I believe you said there were at least six violations of the code. Can you make a legitimate case for even one?

    I ask you this in an effort to further civil discourse. What do you see as a violation of the code of ethics? Please share see we can all learn.

    Was it a violation of the code of ethics when a former commissioner from the Parks and Rec Board attacked Art Pedroza on a website and referred to him as an “ass”? I don’t recall you speaking out about the code then. Please enlighten us.

He and his ilk don’t belong in that kind of establishment. it was filled with DOZENS of Little League kids and their families (of all races), folks in CSUF jerseys (I think there was a tournament). The Mayor of Brea was there with his grandkids too. All NASTY PEOPLE.

    Now, if one so chooses, they can go down the street (Imperial Highway) to Millies, and enjoy a slice of pie, like the folks Tardif associates with do. The trouble is you need to be over 75 and you’d be ALONE. Nobody goes there.

    Bad call Junior. But, every bit your right. Just be careful your LOUD voice doesn’t overwhelm the message.

    Neither junior nor Mr. Tardif are an appointed member of an official Santa Ana Commission and are therefore not pledged and held accountable to the Santa Ana Code of Ethics and Conduct as is Mr. Mill.

    Both may speak for themselves – as they represent only themselves – not the City of Santa as does Mr. Mill who is making a mockery of the Code.

    You are probably correct admin – perhaps I should remind the Council of that – at every council meeting – and of Sean Mill’s violations of their useless code. I would be doing the City a favor in calling attention to the useless code – then they could recind the code based on it’s unconstitutionality.

    Do you think that the SA Council would enjoy my rant at every council meeting? Do suppose that junior and Mr. Tardif could each get 3 minutes during Public Comments?

  38. I disagree with Mike’s/junior’s assertion that I violated anything with my comments on this blog. Regarding the City Code of Ethics he is leaving out one important clause which is, “during the performance of my official duties”.

    Any comments I make on this blog are as a private citizen and not as a Planning Commissioner. None of these comments are being made “during the performance of my official duties”.

    Were we to use Mr. Tardif/junior’s interpretation of the code any and all elected or appointed officials code be charged with violating the code of ethics anytime someone perceived they were less than courteous in their daily lives.

    Let’s say I let an elevator door close before somebody else can get on, that isn’t very courteous. Should they be able to go to city hall and file a complaint?

    This whole debate over the allegations is an exercise in silliness. Mr. Tardif/junior is free to continue going to council meetings or posting on blogs that I violated the code of ethics. It just isn’t the case.

    That’s is all I am going to say about that.

    You know full well that debating an issue on this blog that will, or has, come before the Planning Commission, and violating the Code during that debate, can easily be construed by the Council as a violation “during the performance of my official duties”. It’s happened before, it can happen again.

  40. Who is responsible for the approval of such a bad design of a building?

    When the buffalo wing restraunt was looking at locating there I couldn’t understand what the problem was all about. So when I was at OSH, I took a walk around the building in question. The problem was self evident.

    If you have not been to the back side of that building, then you have not seen the “concert hall” design, I don’t think a freeway sound wall would have helped shield the residents living next to this building.

    It is not a question of lost sales tax by Mr Mill or quality of life by Mr Tardif, but a question why such a bad design was approved in the first place.

The Code requires compliance with both the letter and spirit of ethical behavior and conduct befitting an appointed official representing the City of Santa Ana – and this is not limited to performance while “on duty.”

    When Sean Mill speaks in a public forum on matters which have or may come before his commission he puts on himself the mantle of authority granted to him by his appointment. In that capacity he is therefore obliged to uphold his pledged obligation to the standards of the Code of Ethics and Conduct.

    Mr. Mill is entitled to his opinions and to express them in a public forum as well. However, as an appointed official of the City of Santa Ana, and having pledged to conduct himself according to the Code of Ethics and Conduct, he has an obligation to live up to the letter and the spirit of the Code. He should engage residents through rational discussion – not through a heated, accusatory, belittling and thoroughly unprofessional rant in a public forum. This type of behavior generates bad feelings and division and will not accomplish anything positive for the City of Santa Ana.

    As Santa Ana City Attorney you know the following “Core Values” of the Code:

    I treat my fellow officials, staff and the public with patience, courtesy and civility, even when we disagree on what is best for the community.

    (The) Code of Conduct is intended to be a reflection of the community’s values as articulated by the Mayor and City Council as they represent the will of the people of the City of Santa Ana.

    The Code requires compliance with both the letter and spirit of conduct befitting an appointed official representing the City of Santa Ana. When Sean Mill speaks in a public forum on matters which have or may come before his commission he puts on himself the mantle of authority granted to him by his appointment. In that capacity he is therefore obliged to uphold his pledged obligation to the standards of the Code of Ethics and Conduct.

    In singling me out with his inflammatory and divisive speech Sean Mill has engaged in behavior which is in direct opposition to, and makes a mockery of, the values expressed in the Code of Ethics and Conduct.

    As a resident, property and business owner in Santa Ana I feel that it is important to work with representatives of the City who treat the public with “patience, courtesy and civility and work toward consensus building” – Mr. Mill does not fit that bill. I hereby request action by the City Attorney’s Office to assure that Mr. Mill no longer conducts himself in violation of the Code of Ethics and Conduct.

    Mills comments singling me out and blasting me about BWW came out of nowhere. I had had no discussions going with him (and neither did junior) – the post wasn’t even about BWW – it was about medical marijuana dispensaries.

    The difference is that I am not pledged to not be an asshole, prick or dick when interacting with residents, business and property owners of Santa Ana – Sean Mills is pledged to uphold the the values of the Santa Ana Code of Ethics and Conduct.

    1. Mill did not say anything that wasn’t true. And if the City Attorney requests it I will be happy to forward him all the comments you have made here, including those you made using the name junior and those made using your real name.

      The Constitution provides free speech protection. It isn’t free speech just for you.

    That is true Admin. (Art Pedroza) except Sean Mill voluntarily agreed to limit his free speech by pledging to uphold the values of the Santa Ana Code of Ethics and Conduct – and that includes not unnecessarily antagonizing the residents and business & property owners of Santa Ana.
